After independence there was a Revenue Commissioner Office to supervise Revenue Administration in the Province of Sindh. On formation of one unit, West Pakistan Board of Revenue was constituted under the West Pakistan Board of Revenue Act 1957.
After distribution of one unit, The Board of Revenue was established in Sindh by adopting the West Pakistan Board of Revenue Act 1957 as Sindh Board of Revenue Act 1957 with effect from 1st July 1970.
Board of Revenue Sindh is the Controlling Authority relating to management of state land collection of land Revenue and other taxes/duties, maintenance of Revenue Record and other allied matters in respect of all Kabuli and Nakabuli lands. Board of Revenue Sindh is the appellate and Revisional Authority in the Revenue cases/matters.
At Provincial level the Revenue Administration is headed by:

At Taluka level Revenue Administration is headed by the Deputy District Officer (Revenue), assisted by Mukhtiarkar (Revenue) and Mukhtiarkar Estate.
1. SENIOR MEMBER BOARD OF REVENUE/ RELIEF COMMISSIONER/ CHIEF LAND COMMISSIONER:
Administrative Incharge of all the functions, being carried-out in the Board of Revenue. In addition, Senior Member, Board of Revenue is Chief Land Commissioner, Sindh and also Relief Commissioner.
Judicial cases pertaining to areas of Hyderabad and Thatta.
2. MEMBER REGISTRATION STAMPS & EVACUEE PROPERTY:
- Registration of property documents
- Stamp duties
- Matters relating to Evacuee Property
- Acquisition of land or any interest in the landed property by foreigners
- Appellate / Revisional Authority for Revenue cases.
- Judicial cases pertaining to areas of Khairpur, Sukkur and Jamshoro.
3. MEMBER LAND UTILIZATION:
Preparation and execution of the policies for disposal of state land for the following:
- Agriculture purpose in Rural Areas
- Residential purpose in Rural and Urban Areas
- Commercial purpose
- Industrial purpose
- Charitable purpose
- Religious purpose
Appellate / Revisional Authority for Revenue cases.
Judicial cases pertaining to areas of TM Khan, Karachi (East), Karachi (West), Karachi (Central), Karachi (South) and Karachi (Malir).
4. MEMBER GOTHABAD:
The Sindh Gothabad (Housing Scheme) Act 1987 was introduced in 1987; with an objective to provide institutional arrangement for undertaking the regularization of villages and to confer proprietary/ ownership rights to the existing occupants as well as to the shelter less people in the rural areas of Sindh province. The peculiarity of this scheme was to enable the poor occupants to enjoy the fruit of ownership of land that too free of cost.
5. MEMBER REFORMS WING & SPECIAL CELL / CHAIRMAN KATCHA LAND:
- Matters relating to state (Katcha) land including survey and maintenance of land record in respect of Katcha land in Sindh.
- Appellate / Revisional authority for revenue cases.

SUPERVISION OF FIELD REVENUE ORGANIZATION:
The Board of Revenue Sindh performs supervision monitor, inspects and evaluate performance of field revenue organization traditionally.
Due to devolution, the write of Revenue Department over the field revenue organization has been diluted mainly due to intervention of Nazims who are all in all for devolved group of offices at the district level.
However, the Board of Revenue Sindh has now evolved a proper system of Directorate of Evaluation and Inspection with regional Revenue officers’ offices at the former divisional head quarters to re-organize the inspection branch of revenue department in the offices of District Officers Revenue.
Besides, the RRO’s offices conduct inspection and monitor functioning of subordinate revenue offices/ functionaries relating to partal, Jamabandi recovery/bebaqi of demand, record of rights, mutation, Dakhil Kharig, Ghatwadh, Fothi Khatas, demarcation survey etc.
There are 121 talukas/towns offices headed by Mukhtiarkars Revenue.
There are 23 Mukhtiarkars Estate in all districts of Sindh.
Mukhtiarkar Gothabad are also posted in various districts in addition 10 posts of Mukhtiarkars given to various organizations for land acquisition, recovery etc besides 15 posts of Mukhtiarkars are in the Board of Revenue Sindh.
Number of total posts of Mukhtiarkars in Sindh is 192.
There are 257 circles headed by supervising tapedars, 1450 tapas headed by tapedars in Sindh total number of dehs in Sindh are 5979.
